Founded locally in 1911, the Northern California & Northern Nevada affiliate of Volunteers of America (VOA-NCNN) is one of the largest providers of social services in the region, operating more than 40 programs including housing, employment services, substance abuse, and recovery services to families, individuals, veterans, seniors, and youth. In fact, VOA-NCNN provides shelter or housing to over 4,000 men, women, and children every night.

PROGRAM AND LOCATION: VOA-NCNN, a Certified Great Place to Work, is recruiting for a full-time Job Developer for our Subsidized Employment Program located in Mather, California. Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays, vacation, sick pay, health, dental, vision, life, and short-term disability insurance coverage.

Responsibilities

POSITION SUMMARY:  

The Job Developer’s primary responsibility is to engage with local employers to develop and maintain ongoing mutually beneficial relationships that promote the hiring of SEP participants, while meeting the business needs of the employer.

 

OBJECTIVES/ACTIVITIES:

A. Responsible for client placement to achieve established objectives of the department.

 

  1. Establish and cultivate relationships with local businesses within targeted industry sectors and community organizations appropriate to SEP program participants.
  2. Develop mutually beneficial partnerships and secure subsidized employment opportunities for SEP program participants.
  3. Attend local networking events within the community; local chamber of commerce events, business alliances, merchant associations, local community events, etc.
  4. Host hiring and networking events, employer spotlights, job fairs, and other employer engagement opportunities.
  5. Provide all documentation required by funding source and Volunteers of America.
  6. Work with SEP DHA Liaison in matching client to appropriate business for interview and possible placement.
  7. Update database of employers and client referrals.
  8. Create system to support the growth and industry needs of open positions in the region.
  9. Work intently with the small business community to market and create job pipeline for SEP participants.
  10. Collect W-9, contract, job descriptions, wages, business license of local businesses.
  11. Validate business has been operational for at least two years and has 3 employees.
  12. Attend DHA quarterly meetings.
  13. Attend daily orientation and connect with job prospects post-orientation.
  14. Work with community-based organizations, schools and community partners to establish relationships with potential clients and business partners
  15. Meet monthly placement goals.
  16. Perform other related duties as assigned by program supervisor.

B. Responsible for self-development.

  1. Continually learn and enhance technical skills to include Microsoft Excel and Word.
  2. Continually improve interpersonal skills.
  3. Attend staff meetings and assigned training and complete required certifications, i.e. CPR, First Aid, etc.
  4. Attend all trainings and collaborative meetings necessary for development of employment resources.
  5. Attend job developer trainings, seminars and community for job development growth.
  6. Expand and enlarge regional footprint in needs of SEP participants to businesses in their local area.
  7. Serve as a member of the program development team by providing information and support for the development of quality operations.
  8. Create new and creative ways to meet the needs of participants and small businesses in the region with marketing, networking
  9. Maintain an above average working knowledge of fire, safety, and health standards to assure safe work environment for clients and all personnel.
  10. Must have a clean driving record and able to use your own vehicle for work.
  11. Support DHA liaison and VOA retention team to ensure successful placement with business and clientDeliver reimbursement checks and follow up with job leads and retention support.

C. Create, Develop and Implement Strategic Partnership with Business Community and Small business affiliates.

  1. Work with local chambers of commerce, networking groups, SBA, WIC, SETA to best understand needs, trends and processes to access businesses looking for employees
  2. Strategically implement a process to market to the small business community and agencies in region
  3. Work with community NGO’s to support their hiring needs and community partnerships
  4. Build database of businesses to expand and enlarge SEP footprint in region
  5. Create a business plan to collaborate with other VOA job developers to create employment pipeline for VOA Clients

Qualifications

EQUIVALENT EDUCATION AND EXPERIENCE:

High School diploma/GED required, and associate or bachelor’s degree preferred. The applicant will have a minimum of 3 years’ experience working with businesses as it relates to recruiting for employment and/or performing related marketing, plus a minimum of 2 years working with disadvantaged populations.  The position requires strong working knowledge of employment referral sources and ability to establish relationships/new resources for employment.  CPR and First Aid certification are required as well as a clear T.B. test annually.  Valid California driver's license and ability to meet the organization’s insurance carrier guidelines are required. Must have the flexibility to work irregular hours. Must have the willingness to function as a team member with the ability to make skillful independent decisions.

PHYSICAL REQUIREMENTS:

Lift and move up to 25 pounds.

Pay Range

USD $29.00 - USD $34.00 /Hr.
