WHO WE ARE: Established locally in 1911, Volunteers of America Northern California & Northern Nevada (VOA NCNN) is one of the region's largest providers of social services. Our professional staff operates more than 40 locally managed and delivered programs. Services include food and shelter, counseling, independent living and parenting skills, substance-abuse treatment and rehabilitation, and job training. Currently, VOA NCNN provides shelter or housing to over 3,500 men, women, and children every night.

PROGRAM AND LOCATION: VOA, a Certified Great Place to Work, is recruiting for an Assistant Shelter Director position for our Nevada Cares Campus. The Nevada Cares Campus offers a safe place and a way forward for men and women experiencing homelessness in the Reno area. In partnership with Washoe County, the Nevada Cares Campus provides emergency shelter for up to 600 adult individuals and couples. Clients are able to bring their pets and possessions with them as they access support services and case management. Full-time employees (working 30 or more hours a week) are eligible for a benefits package that includes paid holidays, vacation, sick pay, health, dental, vision, life, and short-term disability insurance coverage.
POSITION SUMMARY:
The Assistant Shelter Director is responsible for assisting in ensuring the compliance requirements, regulations and operations at the Cares Campus Shelter, and day-to-day operations. Under the direction of the Shelter Director, this position will provide a wide array of reports and leadership to ensure best practice standards and quality service delivery.
OBJECTIVES/ACTIVITIES:
A. Support the Shelter Director in the responsibility of monitoring grant/contract compliance and outcomes to achieve established objectives of the program.
1. Serve as the point of contact to Washoe County in the absence of the Shelter Director.
2. Serve as the director in the absence of the Shelter Director.
3. Attend all meetings and training as requested by the Shelter Director.
4. Ensure compliance with contract and funding source requirements.
5. Coordinate and prepare information for audits and monitoring visits per the Shelter Director.
6. Work with the supervisors to ensure all employees entering the HMIS (Homeless Management Information System) information is imputed correctly and accurately per contract requirements.
7. Monitor data for compliance and work with shift supervisors to resolve any issues.
8. Provide HMIS reports as requested.
9. Monitor and ensure all information is entered into SharePoint as requested.
10. Review and approve any invoices.
11. Facilitation and coordination of on-site service providers per Washoe County.
12. Gather information and assist in the preparation of reports for various funders.
13. Under the direction of the Shelter Director, implement and monitor all operational policies and procedures.
14. In conjunction with the Supervisors, ensure the safekeeping and disposal of all participant property per program policies.
15. Consult with (and advise) the Shelter Director on problems related to the operations of the Cares Campus Shelter in a solution-based method.
16. Respond to requests for information from Washoe County as directed by the Shelter Director.
17. Respond to participant complaints, grievances, and appeals in a prompt manner.
18. Develop and keep positive relations with vendors and other government agencies.
19. Create and maintain a tracking mechanism for all responses to complaints.
B. Ensure the health and safety of the shelter.
1. Create and ensure adherence to a cleaning schedule of the facility.
2. Provides crisis management. De-escalates crisis before it develops and responds to crisis in a proper professional manner, providing emergency assistance to Guests and co-workers, as necessary.
3. Respond to critical incidents as needed. Responses may be needed in the evenings and weekends.
4. Oversee monthly safety drills.
5. Request maintenance repairs as necessary.
6. Correct any safety concerns or hazards. Report any safety concerns to the Shelter Director that are not resolved.
7. Find or provide emergency shift coverage if needed.
8. Complete special projects as assigned.
C. Collaborate with the Shelter Director and Supervisors on the training, development, and motivation of staff.
1. Participate in the interviewing and selection of qualified staff as needed.
2. Assist Shelter Supervisors with the development of staff placement and schedules in order to carry out program goals. Report any staffing needs to the Shelter Director.
3. In conjunction with the Shelter Director and Supervisors, ensure that staff performance meets or exceeds program requirements.
4. In conjunction with the Shelter Director and Supervisors, establish goals and objectives for staff and assist in the evaluation regarding achievements of established goals.
5. Under the direction of the Shelter Director, train campus staff on policies, objectives, and operational procedures; assist with implementing procedures as required.
6. Assist in department orientation and training for new employees to ensure quality work, taking corrective action as necessary.
7. Develop and implement a plan to ensure all staff receive the required training.
8. Identify ongoing training for both new and existing staff and report training needs to the Shelter Director.
9. Create and maintain a tracking mechanism for all campus staff training to ensure all training requirements are met.
10. Gather information to help the Supervisors and Shelter Director provide employee performance improvement when necessary.
11. Investigate and respond to staff grievances as requested.
12. Schedule and participate in all staff meetings and training.
13. Maintain a professional working relationship with all employees.
14. Directly supervise staff as designated by the Shelter Director.

EDUCATION AND EXPERIENCE:
A Degree in Human Services, Public Administration, or related field is strongly preferred. Must have professional experience in managing large and complex projects. A minimum of three years of experience supervising medium to large sized teams. Professional experience in public health/homeless services is strongly preferred. Must be able to develop and manage policies and procedures. An ideal candidate must have a strong desire to work for an organization dealing with issues unique to homelessness, substance abuse, mental and behavioral health, and a diverse demographic group (e.g. young adults, seniors, and persons with disabilities). A valid driver’s license and the ability to meet the organization’s insurance carrier guidelines are required.
